Three voices — Telstra Group, Ltd., the LoRa Alliance, and Lacuna Space — variously called for a reevaluation of rules on use of 915 to 928 MHz, which could spur use and coverage including in unserved areas, according to earlier comments to inform a view by the Australian regulator last month (WRW Sept. 30 p1). LoRa Alliance had invited the Australian regulator to collaborate on defining a pfd limit in the Asia-Pacific region.

A broader domestic work program on satellite direct-to-mobile regulation could respond to calls to spur space operations with a class of low-interference potential devices and apparatus-based approaches, a regulator said responding to a group of proponents, one of whom advocated for 915 to 928 MHz for IoT satellite applications.  

A consultation proponent suggested the government assess potential resources, a description said.

The reliance on collaboration for coexistence, and the drive for benefits from satellite-to-mobile and RAS observations, may eventually consider adding an international piece — space-based transmitters — to domestic guidance for a managed interference environment at specific locations like a radio quiet zone.  

Anatel in Brazil described the impulses most likely for updates during regulatory work in a draft agenda teed up for consultation for the period 2025 to 2026, including:  

• Preparation of tender notice for auctions of radio frequencies; 
• Preparation of the tender notice for the 700 MHz band auction; 
• Simplification of telecommunications regulation and services; 
• Reassessment of the rules applicable to community networks; 
• Users’ duties regulations;
• Reassessment of the telecom regulations considering the possible use of artificial intelligence along the entire value chain of service delivery;
• Proposal for amendment of resolution-level regulation on cybersecurity applied to the telecommunications sector, and which was approved by Resolution n. 740 of 21 December 2020;
• Reassessment of the regulation of relevant markets, approved by Resolution n. 600 of 8 November 2012 and updated by Resolution n. 694 of 17 July 2018;
• Reassessment of the maximum limits for the amount of radio spectrum established by Resolution n. 703, of 1 November 2018;
• Revision of the spectrum usage regulation; 
• Update of the assignments and destinations of the frequency band allocation, assignment and distribution plan (PDFF 2023-2024 and 2025-2026), and; 
• Evaluation of the need to include rules on sustainability in the use of orbital resources, according to guidelines from international bodies and the various aspects involved, such as environmental and competitive.

Industry demands for FSS uplink capacities are rising, which puts the currently available uplink band 14-14.5 GHz under pressure, Germany said in a call to international partners for information on radio-location use in a nearby band to update ITU-R guidance.  The Global Satellite Operators Association (GSOA) suggested changes may have developed in other services sharing the band 13.75-14 GHz, their applications and co-existence conditions.  The band 13.75-14 GHz, being adjacent to the 14-14.5 GHz, would be straightforward, cost efficient to implement in new amplifier models, GSOA said.

Brazil teed up three laws at the foundation of spectrum use in that country for consideration during the agency’s regulatory work for the period 2025 to 2026, online translations of material cited in a Sept. 16 notification to international partners said. The notification reflected a decision by Anatel, and which appeared to describe a finalised draft consultation. Brazil asked international partners for comment until Oct. 28. The laws touch authorisation, use, coordination and compromise.

Harmful interference and debris pose threats to the sustainable use of radio-frequencies, ITU elected officials said Sept. 10 during a two day public event on space sustainability.  Over 10,000 satellites have been launched over the last decade, while the “mass launched annually” rose 10-fold, ITU Sec.-Gen. Doreen Bogdan-Martin said.  A PP-22 mandate “underscored the urgent need to review technologies” used in the GSO, and respond to the rise in NGSO satellites, she said.  NGSO filings keep rising for coordination and notification, ITU Radiocommunication Bureau Director Mario Maniewicz said.

A group of countries may consider formally advancing in November changes to ITU-R recommendation-level guidance on broadband radio local area networks toward final approval at a December meeting of the ITU-R study group on terrestrial services (SG5).

The bid was in response to a formal request in 2016 by the Radio Technical Commission for Maritime Services, which asked  to refresh the record with a view to updating the performance standards for maritime radiocommunications equipment incorporated by reference in FCC Part 80 rules.

The U.K. regulator has teed-up a possible look at W-band frequencies to further absorb the expected continued rise of demand for bandwidth, it said Sept. 5 in a statement after a public consultation.
