CLARIFICATION: The FCC in April said SpaceX is required to coordinate with the Aerospace and Flight Test Radio Coordinating Council (AFTRCC) as part of its application to test its second-generation satellites with direct-to-cellular communications payloads with cellular test devices outside the U.S (WRW 20 May p3) (WRW online, May 14).  An attorney for SpaceX in May asserted the coordination requirement didn’t apply because operations would be in a foreign jurisdiction.  Two related requests for the special temporary authority from the FCC remained in a pending status as of June 6.
