A high-level regulatory definition for space weather must be agreed at WRC-23 to be included in RR Article 1, perhaps changes to RR Article 4 on guidance on assignment and use of frequencies, or possibly at the level of an ITU-R resolution, vetted experts advising the WMO and national authorities on space weather and radiocommunication matters indicated this month. A regulatory strategy is needed in the run-up to WRC-23 to shape goals that will be achievable at WRC-27, a meteorological expert said referring to ITU-R work developing spectrum requirements, and the need for protection of receive-only use. Obtaining discreet protection for receive-only must be sufficiently surgical to be acceptable, he said. Education and outreach are needed to familiarize other spectrum users, and to calm nerves, the expert suggested.
